Yes. If you are submitting run data for a day, and the distance exceeds 10 km, then you will be required to specify a public GPS activity link for that run. If you do not use any GPS running app or GPS watch and don’t have a public GPS activity link, you can enter a maximum distance of 10 km.

To make things clear, for every run of more than 10 km, you need to submit an activity link which anybody can open and thus view your run-data, without the need to login to a running app account to view that data (like a Strava, RunKeeper, Endomondo, or MapMyRun account).
